Daniel Hirsch brings more than 17 years of experience leading safety, risk management, and operational assurance across some of North America’s most complex industrial environments. As a Senior Advisor at Kodesh LLC, Daniel supports organizations navigating high-risk operations, large-scale construction, and regulatory complexity, helping leadership teams build resilient systems, protect their workforce, and sustain operational excellence.

Daniel’s background includes senior leadership roles where he managed health, safety, and risk programs for multi-site industrial projects across the United States. His work spans energy, refining, mining, manufacturing, and infrastructure. He has overseen safety programs for projects, with achievements that reflects both disciplined systems and strong safety culture.

Known for his ability to translate regulatory requirements into practical field execution, Daniel has designed and implemented comprehensive HSE programs, conducted enterprise-level risk assessments, and led subcontractor qualification and coordination efforts across large, multi-craft workforces. He has chaired safety councils, partnered directly with executive leadership, and served as a trusted interface between owners, engineers, contractors, and regulators.

Daniel’s work has been recognized with some of the industry’s highest honors. These recognitions reflect not only performance outcomes, but Daniel’s leadership philosophy: one rooted in accountability, mentorship, and proactive risk management.

In addition to his technical expertise, Daniel is a certified Safety Management Specialist (SMS), Construction Health & Safety Technician (CHST), and adult instructor, with experience developing training programs for OSHA, Cal/OSHA, and MSHA-regulated environments. He is also a Certified Mental Health Champion, reinforcing his belief that safety leadership extends beyond compliance to the overall well-being of the workforce.

MINDY J MARKOWITZ

Mindy J. Markowitz brings more than two decades of experience navigating the intersection of public institutions, labor organizations, and complex benefit systems. As a Senior Advisor at Kodesh LLC, Mindy provides strategic guidance to public agencies, unions, and organizations seeking clarity, sustainability, and long-term alignment in labor relations and health & welfare strategy.

Mindy’s career spans senior advisory roles within nationally recognized healthcare institutions, where she serves as a Strategy Consultant for Strategic Public Sector Accounts. In this role, she is a trusted bridge between unions, benefit pools, and healthcare systems, advising on plan design, underwriting considerations, collective bargaining language, and workforce wellness initiatives. Her work is grounded in both policy fluency and practical implementation, ensuring strategies are not only compliant, but effective.

Prior to Kaiser Permanente, Mindy spent over a decade representing and advocating for public sector employees through leadership roles with the California School Employees Association and SEIU Local 721. Her experience includes negotiating collective bargaining agreements, chairing health and welfare committees, leading arbitration and mediation proceedings, and advising on compensation studies, workforce restructuring, and healthcare procurement. She has worked extensively with both pooled and direct healthcare plans, giving her a comprehensive understanding of public sector benefits infrastructure.

A recognized educator and speaker, Mindy has delivered training and keynote presentations at national and regional conferences. She is a certified trainer in adult learning theory and healthcare reform education, known for translating complex systems into clear, actionable insight for leadership teams, boards, and frontline stakeholders.
